I spotted this colourful cottage in the County Clare village of Bodyke last week. According to a plaque on the side wall, it was used as the dispensary (doctor's office) of Dr. Bill Loughnane, TD, in the 1960s and 1970s.
Beginning in the early 1800s, Ireland used a dispensary system supported by local tax revenues and donations. Where these offices were located really depended on the wealth of the area and not necessarily by need.
Records indicate these early dispensaries were far from the luxurious offices used by doctors these days. They were described as "an out-house," a "dismal filthy barn" and "miserable cabin."
By the mid-1800s, dispensary districts were established with District Medical Officers who were poorly paid to provide free medical care to the communities they served. These were the "country doctors" who were available 24 hours a day and made house calls. When they could offer private services, they often accepted produce or livestock in payment for services.
The system changed again in 1925 when boards of health and social welfare departments took control, ultimately ending the dispensary system in 1972 in favour of a General Practice system. Residents now can choose their own GP, but service is subject to fees if income exceeds certain levels.
